The course is aimed at cycling officers, rights of way staff and others. It will cover orders under the Cycle Tracks Act 1984 and the law relating to the work of a council concerning cycling in city and country.
- The Cycle Tracks Act 1984 and supporting regulations. Orders thereunder. Winning at inquiry and the evidence you will need. What can the inspector decide? The order making process. What can the council do and when? Your questions answered. The risks. Adding rights for cyclists to footpaths. Case studies.
- Cycling and rights of way. The conflict between cyclists and other users. Dealing with user groups. The duties of the council. Providing for cyclists in the countryside. Maintenance and enforcement. Dealing with claims against the council. More case studies.
- The law relating to cycling in city and country. Easements. Health and safety. Private rights. The duty to provide for highway users to pass safely. What must a cycling officer do? Traffic Regulation Orders. Cycle Lanes. The obligations of the highway authority. When is the highway authority liable for accidents. Case studies and examples.
The course will include ample time for questions. There will be an opportunity to discuss your problem cases!
