This course will be of interest to all officers involved in the governance of local authorities, and is essential for all those charged with reviewing their authority's Constitution.
In this session, Peter Keith-Lucas will set out the Government's Legislative agenda as it affects the governance of local authorities. The Local Democracy, Economic Development and Construction Bill will require local authorities to introduce electronic petition facilities and to respond to petitions by referring them for debate in full Council, or holding an open Scrutiny meeting to "hold an officer to account". At the same time, it continues the re-invention of outward facing Scrutiny Committees, creates new Leaders' Boards and joint Economic Prosperity Boards to enable local authorities to address economic regeneration and gives legal effect to Multi-Area Agreements.
It is anticipated that, during its passage, the Bill will be augmented to rationalise the application of the Members' Code of Conduct to private life, and to allow for virtual meetings.
Meanwhile, much of the Local Government and Public Involvement in Health Act 2007 has yet to be implemented, and we await a revised Code of Conduct for Members, and a new Employees' Code.
