Re-Negotiating Contracts
Local authorities have already outsourced so much that, if they are to achieve a 10 to 20% cut in costs over the next 3 years, they will have to revisit existing contracts which specify a level of service which is no longer affordable. Real savings are only possible by re-structuring services, frequently in partnership with other public authorities, and that means unpicking existing contractual arrangements.
How far can you go using existing change management mechanisms? Can renewal and extension provisions be used to change the nature of the service? How far can you go with an existing contractor without needing a new competitive procurement?
