Structures for Shared Services

The Welsh Assembly Government has already secured powers to direct local authorities and Health bodies to enter shared service arrangements, and it is being argued that DCLG needs similar powers. Shared services between local authorities, and sometimes between local authorities, Police, Health bodies, and other public and voluntary organisations can provide improved services and deliver cost savings. “Total Place” is today’s catchphrase, and every local authority lawyer and policy officer needs to be able to go behind the rhetoric to understand what it means in practice.

Whilst the main emphasis of this seminar will be on the various legal structures which can support shared service arrangements, Bethan and Peter will draw on their wealth of practical knowledge of provide the toolkit for shared services, addressing such issues as –

  • Joint Committee or SLA
  • The use of separate corporate vehicles such as companies, partnerships and Community Interest Companies
