Planning and the Localism Act 2011 - NEW

This course is ideal for lawyers and planners with some experience of Planning Law and / or advising Planning Committees.

This course will enable you to:

  • Understand the key changes to the town and country planning system in the Localism Act 2011.
  • To consider how your council will need to adapt its procedures and create new procedures in order to implement the Act

This course will include the following provisions of the Localism Act 2011:

  • Predetermination: the statutory test.
  • Standards: duty to promote and maintain high standards of conduct; codes of conduct; register of interests; pecuniary interests.
  • Assets of community value: list of assets of community value; the moratorium.
  • Plans and strategies: abolition of regional strategies; duty to co-operate in relation to planning of sustainable development; consultation before applying for planning permission.
  • Enforcement: retrospective planning permission; time limits for enforcing concealed breaches of planning control; abolition of infrastructure planning commission.
  • Compensation for compulsory acquisition: taking account of planning permission when assessing compensation
  • Neighbourhood planning: neighbourhood development orders; neighbourhood development plans.
  • Community Infrastructure Levy: the changes to the scheme.
  • General power of competence: the nature of the general power; whether it is relevant to planning.
